Iowa Economic Development Authority Grants
Up to $100,000 per City

This program helps towns fix up, redo, or tear down buildings that are holding back growth. It supports projects that bring new investment into the community.
Guarantees up to 50% on loans under $500,000, or up to $250,000 on loans over $500,000.
Applications accepted on an ongoing basis
This program was created to help downtown businesses recover after COVID. The state backs loan guarantees so banks feel safer lending money for downtown projects.

This is the main grant for building facelifts. It gives grants to cities to help pay for downtown facade improvements on commercial buildings.

This program gives tax credits to developers who turn empty upper floors of downtown buildings into housing. It is meant to help create more housing for workers.
Iowa Workforce Development Grant
Career Training Physical Expansion Grant (CTPE)
Iowa Workforce Development (IWD) has launched a new grant to help more Iowans train for high-demand jobs. It is called the Career Training Physical Expansion Grant, or CTPE. The state is paying for it. Many training programs want to take in more students and apprentices, but they run out of space and equipment. This grant helps fix that, so more skilled workers can be ready to join your team.
The grant will give out $3.5 million across Iowa. No single award can be more than $1 million, and $1.5 million is set aside for healthcare training programs. Money can be used to build new training spaces, expand or update current buildings, or buy key equipment. Programs are paid back after they finish approved project work or after IWD confirms they have grown their capacity. This is a competitive grant, so not every program that applies will get funding.
Iowa community colleges and private sector apprenticeship programs can apply. This includes both union and non-union programs. If your business runs an apprenticeship program, you may be able to apply. If it doesn't, you can still help. Talk with your local community college or apprenticeship program about the workers you need. They may be planning to apply.

Industry Efficiency Grant Program
The Industrial Efficiency Grant Program helps Iowa’s small industrial and manufacturing businesses lower energy costs, work better and compete harder. The Iowa Economic Development Authority runs the program.
The program has two parts. The first part, Design Assistance, helps you plan an energy project. It offers up to $5,000 and covers 75% of eligible design and technical costs. You can use it for feasibility studies, engineering analysis and project planning. Only five awards will be given, and the deadline is November 30, 2026.
The second part, Project Funding, helps you build or install your project. Awards range from $15,000 to $500,000 and cover up to 50% of total project costs. The state has $1 million to give out in total. You can apply between May 5 and June 7, 2027. Awards are based on the project’s size, how much energy it saves and how strong the proposal is. You do not need a design grant to apply for project funding.
To apply, your business must be a for-profit business in Iowa that does industrial or manufacturing work at an Iowa site. It must earn at least 51% of its revenue from goods it makes. It must also have 3 to 200 full-time employees and have been open for at least three years.
Projects must use energy solutions that are already on the market. They should help you use less energy, switch to lower-cost Iowa energy sources, reuse waste heat, or lower your demand on the power grid. All awards must follow federal rules, including the Build America, Buy America Act, the Davis-Bacon Act, and Title 2 of the Code of Federal Regulations, Part 200.
